A: Okay, let us start with the begining of all of this. In August 2nd 1977 the New York Times wrote: „When in 1951 American secret services started work on Project Artichoke they had set their goals as follows: the first goal: “Evolution and development of any method by which we can get information from a person against his will and without his knowledge“, a the second goal: „Can we get control of an individual to the point where he will do our bidding against his will and even against such fundamental laws of nature such as self preservation?” https://www.cia.gov/readingroom/docs/CIA-RDP88-01315R000300020011-8.pdf .

B: It sounds that the New York Times were defending democracy and were disgusted by attempts to deprive people of their personal freedom and privacy.

A: Yes. At that time even the CIA explained the classification of the Artichole project in this way: „The professional reputations of outside researchers are in jeopardy since the objectives of such research are widely regarded as anti-ethical or illegal”.

B: Does it mean that the research was stopped?

A: No, not at all. Even scientists were keen to unravel the mysteries of the human mind. As early as the 1930s, the Russian scientists began electrically stimulating the brains of animals and humans using tiny electrodes implanted beneath the skull. This pioneering research allowed them to study brain activity and the resulting behaviors triggered by electrical stimulation of different areas of the brain.

B: What were the results?

A: In the 1960s Spanish scientist Jose Delgado got world fame, when he faced a charging bull, which was fitted with electrodes in its brain. Jose Delgado had no other protection save the small black box in his hands. He used this box to goad the bull to become further enraged. Then with the bull almost upon him, he pressed another button and the animal promptly stopped in its tracks. Jose Delgado summarized his research in the book titled „Physical Control of the Mind: Toward a Psychocivilized Society.“ There we can read that women were offering marriage to therapists while their pleasure centers were stimulated by electrodes. In another study, a volunteer´s hand was electrically stimulated to bend. In this way it was proved that a human being can be deprived of his freedom and his behavior can be controled by this kind of electrical stimulation. Experiments proved as well that even the functioning of internal organs can be controled in this way, potentially leading to illnesses or even death.

B: Certainly, electric wires cannot be used to manipulate the behavior of unsuspecting individuals or read their thoughts at distance, contrary to what American secret services envisioned.

A: This is true, but it’s noteworthy that as early as 1962, American scientist Allen Frey published findings from experiments demonstrating the transmission of sound directly into the brain via electromagnetic radiation over distances of up to 1,000 feet. This marked the beginning of research that could potentially enable comprehensive remote control of human thought, behavior, health, and even life at distance. It quickly became evident that such advancements could fulfill the ambitions long held by American intelligence agencies.

B: Was Allen Frey´s experiment concealed from the general public?

A: No this one was not, because it was already published. However, U.S. intelligence agencies swiftly recognized that this could represent a groundbreaking technology for the government and subsequently classified further research in this field. In 2012, Allen Frey authored an article for The Scientist magazine. There he claimed that investigations into the effects of microwave radiation on human health had been manipulated in the U.S. in past years to hide the development of microwave bioweapons. It is telling that this article was later removed from The Scientist’s website (https://www.the-scientist.com/news-opinion/opinion-cell-phone-health-risk-40449 ) to make sure that this classified research will not be disclosed to the public eye.

In 1995 the U.S. Department of Defense issued the Directive establishing The Non-Lethal Weapons Steering Committee and among others assigned it in this directive a task „to issue security and classification instructions on programs of non lethal weapons“. Nick Begich and Jeanne Manning in the book „Angels Don´t Play This HAARP wrote: „The development of these technologies is being jointly managed by the Non-Lethal Weapons Steering Committee, which is co-chaired by the Undersecretary of Defense for Acquisition and Technology and the Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. This crystallizes the new Justice Department and Department of Defense alliance for future law enforcement and military initiatives, in the United States. The weaving together of Department of Defense missions with civilian Department of Justice missions is unprecedented. Not since the Civil War has the military machinery – except in very limited riot control actions – been turned against United States citizens. The idea of using these dangerous and intrusive systems is counter to good public policy. The western mass media, highly controled by NATO, led by the USA, evidently observe those instructions“ of the U.S. Department of Defense. The decision to weave together Department of Defense missions with civilian Department of Justice missions suggests that the U.S. government was planing to use those neurotechnologies even against the U.S. citizens. The development of mind control technologies was classified as well in Russia. B: Has there been any further public mention of this research?

A: Indeed, there was an inadvertent breach of information. In 1974, scientist Don Justesen published an article titled „Microwaves and Behavior“ in the journal Psychology Today. In this article, he shared findings from an experiment recounted to him during a phone conversation with his colleague J.C. Sharp, who was involved in a military project known as Pandora with the U.S. Navy. Sharp advanced A. Frey’s method to the point where he could directly transmit spoken digits from 1 to 9 into his own brain by pulsed microwaves and comprehended them https://everydayconcerned.net/wp-content/uploads/2020/08/microwaves-and-behavior.pdf .

Another significant breach of national security information occurred in 2007 when the Washington Post published the article “Mind Games.” This article revealed an experiment conducted by the U.S. Air Force, which was reportedly declassified in response to a Freedom of Information Act request. It is important to note that when the speech is transfered to ultrasound the brain still percieves it, but the human being does not realize it since it does not hear it. In this way he or she will consider this to be his or her own thoughts and those thoughts may control his or her behavior.

B: Why the Washington Post would publish the U.S. National Security Information? This is really unusual.

A: My only speculation is that following the 9/11 attacks, the George W. Bush administration sought to leverage these events to promote the concept of moving „Toward a Psychocivilized Society“ how Jose Delgado definded the future of mankind. As early as 1994, the Strategic Studies Institute of the U.S. Army War College addressed this in a publication entitled „Revolution in Military Affairs and Conflict Short of War.“ The document noted, “Potential or possible supporters of insurgencies around the world were identified using a comprehensive Interagency Integrated Database. These individuals were categorized as either ‚potential‘ or ‚active,‘ with sophisticated personality simulations employed to develop, tailor, and focus psychological campaigns for each” https://apps.dtic.mil/sti/pdfs/ADA283836.pdf .

The authors of the study also admitted that the application of such technology may run counter to basic moral and political values of the American society. For that matter they argued that this revolution in military affairs would require a moral and political revolution to come first. They argued that the rise of terrorism and drug consumption could act as catalysts for this change. The 9/11 attacks aligned well with this agenda, and conducting experiments on real and unwitting individuals became essential to advance this line of research. On June 10, 2016, The New York Times published an article titled United States of Paranoia” https://www.nytimes.com/2016/06/11/health/gang-stalking-targeted-individuals.html?_r=2 about Americans claiming to be victims of neurotechnological attacks. It wrote about a “group organized around the conviction that its members are victims of a sprawling conspiracy to harass thousands of everyday Americans with mind-control weapons and armies of so-called gang stalkers. The goal, as one gang-stalking website put it, is ‘to destroy every aspect of a targeted individual’s life’. The New York Times stated: “The community, conservatively estimated to exceed 10,000 members, has proliferated since 9/11”. Possibly the article in the Washington Post presented opposition of some sector of the Amecrican elites against the continuation of this trend toward a so called „Psychocivilized society“, which actually meant new totalitarian political system.

B: Did those articles succeed to stop the progress of the USA towards this undemocratic future?

A: “Not at all. The New York Tímes even marked the people, it wrote about, as mentally ill people. One reason is that the United States is competing with Russia and, more recently, China for global dominance through the use of this ‚psychotechnology‘.

B: Is there any evidence that Russia was developing this technology as well?

A:Yes. During the failed putsch against Michail Gorbachov, in August 1991, the general Kobets warned the defenders of the Russian White House against the possible use of psychotronic weapons (Komsomolskaya Pravda, September 9 1991, O. Volkov, Слухи о том, что нам давили на психику, не потверждалисъ. Пока – “Rumors that they were stifling our psyche were not confirmed. So far”). Shortly after the putsch, on August 27, the Russian newspaper Komsomolskaya Pravda published the statement by Victor Sedletski, the vice president of the League of Independent Scientists of the USSR, where he wrote: “As an expert and juridical personality I declare: In Kiev (and this is serious) the mass production … of psychotronic biogenerators was launched. I can not assert that during the coup d‘etat exactly the Kiev generators were used. What are the psychotronic generators? It is an electronic equipment producing the effect of guided control in human organism. It affects especially the left and right hemisphere of the cortex… I am drawing on my personal experience and I can tell that I am myself the author of the model of such a generator. I completed my work in August 1990… Why the system failed in the days of the putsch? Sedletski explained that during the putsch the soldiers of the Russian counterterrorist unit OMON were brainwashed to attack the building, where the leader of opposition against the putsch Boris Yeltsin rested.

B: Did this publication mean that in Russia this technology was declassified?

A: Not really. It is true that for nearly a decade, Russian newspapers every now and then published articles on this topic. They even reported on an experiment conducted by the Russian Academy of Sciences, in which a Russian army unit near Novosibirsk was allegedly put to sleep by pulsed microwaves https://studfile.net/preview/6707235/ https://www.phantastike.com/other/psy_war_v/html/ (pg. 41).

Additionally, the Russian newspapers covered measurements ordered by the Moscow Prosecutor’s Office in the apartments of ten families who were complaining about electromagnetic attacks on their brains. These measurements indicated the presence of intense directed radiation in their homes. On May 12 1992 the prosecutor’s office dispatched a written demand to the Minister of Security of the Russian Federation Baranikov https://bookmix.ru/book.phtml?id=2222272 and this was the end of a story, since his reply was never published. If the investigation had continued and uncovered more evidence of mind manipulation affecting the complainants, this technology would likely have been declassified and banned in Russia. Yet, that did not happen.

B: Did the Western press reflect or resonate with those publications in any way?

A: Not at all. The West, particularly the United States, were resolute in their efforts to keep this technology under wraps. they dedicated billions of dolars to the U.S. Brain Initiative https://braininitiative.nih.gov/ which was supposed to create a highly accurate maps of brain activity, enabling the artificial reproduction of any natural neuronal action within the brain by neurotechnologies. The officialy admitted purpose of this research was to help health of people, but the military should use it to win the control of the whole world.

B: Could you share any evidence supporting the idea that the United States is actively pursuing totalitarian control on a global scale?

A: In 1993, the United States began the construction of the HAARP system. By September 1995, Nick Begich, the son of a former Alaskan senator, together with journalist Jeane Manning published a book titled Angels Don’t Play This HAARP https://alachuacounty.us/Depts/epd/EPAC/Angels%20Dont%20Play%20This%20HAARP%20by%20Nick%20Begich%201997.pdf (read chapters 22 to 28). In their work, they explored the potential military applications of the HAARP system, including the ability to manipulate human brain activity over vast areas of the planet.

This raised alarm within the European Parliament, as the project posed a security threat to Europe, which lacked any comparable technology. In response, the European Union broke its silence on the development of mind control technologies. It sought to invite American experts to testify before the European Parliament about HAARP. When these experts declined (or were not permitted) to appear in the European Parliament, the EU turned to Nick Begich for testimony.

As a direct consequence of his testimony, the European Parliament approved a „REPORT on the environment, security and foreign policy“, dedicated exclusively to the HAARP system https://www.europarl.europa.eu/doceo/document/A-4-1999-0005_EN.html .

It was published on January 28, 1999. The resolution urged the European Union to advocate for the regulation of emerging „non-lethal“ weapons technologies under international conventions. It emphasized that the High-Frequency Active Auroral Research Program (HAARP), due to its extensive environmental impact, should be recognized as a global concern. The resolution called for an independent international body to assess its legal, ecological, and ethical implications before any further research or testing could proceed.

Furthermore, Article 30 of the resolution demanded an international convention establishing a global ban on the development and deployment of any weapons capable of manipulating human beings. It also requested that the European Council and the European Commission report back on the Union’s stance regarding the Non-Proliferation Treaty, the Conference on Disarmament, and other relevant international forums. By doing so, the resolution implicitly classified the HAARP system as a weapon of mass destruction, when subjecting it to the regulations of the Non-Proliferation Treaty. Regrettably, the media in the European Union did not mount a campaign in support of this resolution. This inaction was caused in October 1999 when EU member states adopted NATO’s policy on the secret use of non-lethal weapons. This directive was imposed by the United States, the leading power of the NATO. This NATO decision was documented by the European Parliament’s panel called Scientific Technology Options Assessment (STOA) in its publication titled „Crowd Control Technologies“ DG-4-STOA_ET(2000)168394_EN(PAR02).pdf (pg. xlvi – xlvii, liii).

B: Was the construction of the HAARP system reflected any place else in the world?

A: In February 2000, the Russian newspaper Segodnya reported https://www.svobodamysleni.cz/index.php/riders-of-psychotronic-apocalypse/ that in 1997, the Russian Federation, along with the State Duma and the Inter-Parliamentary Assembly of the Union of Independent States, presented a proposal to the United Nations, the Organization for Security and Co-operation in Europe, and the Council of Europe. This proposal sought to establish an international convention aimed at banning information warfare and the use of information weapon. Notably, the Western media again largely overlooked or failed to mention this initiative.

B: Why would banning information weapons imply a prohibition on the technological manipulation of people’s thoughts?

A: The author of the article in the newspaper Segodnya wrote that „mysterious means of information-psychological effects are fully capable not only to impair the health, but as well to cause „blocking, on subconscious level, of the freedom of will of human being, loss of ability of political, cultural and other self identification of human being, manipulation of societal consciousness“ and even „destruction of indivisible informational and spiritual space of the Russian Federation“. Once again, these lines suggested, among other things, the use of ‚information‘ weapons to manipulate the thoughts of masses of people, as highlighted by the publication of the book on the HAARP system by Nick Begich and Jeane Manning .

B: One would expect that after such publication the Russian government would present to the Russian state Duma a bill protecting people against such attacks. Did it happen?

A: The daily newspaper Segodnya reported in the quoted article https://www.svobodamysleni.cz/index.php/riders-of-psychotronic-apocalypse/ that three bills on this subject had already been submitted to the Russian State Duma. But none of them succeeded.

In November 2000 the Russian State Duma Commitee for Security recommended to the Russian State Duma to enact the law prohibiting the use of electromagnetic weapons on Russian territory. It argued: „The achievements of contemporary science and technology made possible the development of informational and psychophysiological technologies which allow for the creation of means and methods of secret, remote influence on the psyche and physiology of a person or of a group of people. There exists a wide spectrum of means enabling guaranteed change of the way of thinking of a human being, programming of his behavior, interfering with the adequacy of his reactions or artificially bringing about symptoms of dependency… Phone lines, heating and sewer pipes, TVs, fire signalization can be used as transmitting antennas”. It went on: “Practically all around the world the work on methods of hidden influence upon human psyche is considered to be a priority and rates among the most important technologies of the 21st century“. This conclusion was published on the website of the Russian State Duma, but Russian mass media did not relay it to the Russian population.” . It is not any more possible to find this conclusion on the site of the Russian State duma, but it was republished by the Russian oraganization trying to defend Russians against attacks by electromagnetic weapons https://www.liveinternet.ru/users/moscomeco/post216674757/ .

In the year 2001 the Russian State Duma approved the addendum to the Russian law On Weapons which stated: “within the territory of the Russian Federation is prohibited the circulation of weapons and other objects … the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations the parameters of which exceed the permitted limits“ https://www.pravovik24.ru/codes/fz-rf-150/150-st-6/ . Unfortunately the Russian legislation does not provide any means for Russian citizens to defend themselves against the use of those weapons, nor is there any compulsion upon the police or public health organizations to set up teams capable of detecting radiation enabling remote manipulation of human body and nervous system, or the source of such radiation. Nor does this legislation prohibit Russian government agencies from the use of such technology against their own citizens.

This was the result of the failure to establish an international ban on technologies capable of causing death, illnesses, or remote control of human behavior by the Russian Federation. Because without such a ban, no conutry, including Russia, could have a trust that this technology will not be used against its people or the government itself.

B: Has the feasibility of mass mind control been confirmed anywhere other than in the European Parliament resolution and an article in the Russian daily Segodnya?

A: There wre several books on this subject published in Russia. Vladimir Lopatin, one of the authors of legislative proposals in the Russian State Duma aimed at safeguarding individuals from energetic attacks on their bodies and minds, co-authored a book with scientist Vladimir Tsygankov titled Psychotronic Weapon and the Security of Russia https://www.ozon.ru/product/psihotronnoe-oruzhie-i-bezopasnost-rossii-tsygankov-vladimir-dmitrievich-2470529756/?at=WPtN1oyPlty6YjrKIp5NMwJTBW8ZxrUj680qxs9lvMkA and https://bookmix.ru/book.phtml?id=2222272 . The book was published in 1999, before the discussion on this issue was stopped in Russia. In their work, they argue that both known and unknown physical fields are employed to carry out these attacks and claim that „psychotronic“ weapons represent one of the gravest threats among weapons of mass destruction.

When Russia did not manage to achieve global ban of information technologies, the Vladimir Lopatin´s party apparently did not place him on its list of candidates in the next parliamentary election and he started working in the Russian prosecutor´s general office.

However there was one American congressman, who felt responsibility not only to the U,S. ruling elites, but as well to people who inhabit this planet. This was Denis Kucinich. He criticized the American plans to invade Iraq and preferred to invite Iraqi government to discussions on world security and when the invasion took place he proposed the impeachment of Gerorge Bush and Dick Cheney. On October 2nd 2001 he presented to the U.S. Congres a bill with the title Space Preservation Act, which required the U.S. president to take action to adopt and implement a world treaty banning space-based weapons, because the space should “serve the whole mankind”. In the bill, among others, were cited „any other unacknowlged or as yet undeveloped means inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)—

through the use of weapons “directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency or ultra low frequency energy radiation“, as well as „through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations;“ (here evidently again the HAARP system was meant) https://sgp.fas.org/congress/2001/hr2977.html . As the listeners could expect this bill was not enacted.

B: How can the HAARP system be utilized as a weapon of mass destruction?

A: We should focus on the concept of weapons of mass extinction rather than just those of mass destruction. José Delgado demonstrated the ability to regulate human organ activity using electric currents. Later, Allen Frey succeeded in slowing the heartbeats of frogs through electromagnetic radiation. Moreover, Captain Paul Tyler, the director of electromagnetic research for the American Navy, argued in the book ‚Low Intensity Conflict and Modern Technology‘ that electromagnetic radiation can produce respiratory stress https://archive.org/stream/LowIntensityConflictAndModernTechnology/Low-Intensity%20Conflict%20and%20Modern%20Technology_djvu.txt (pg. 254). Nobody dared to say that heart beat or breathing could be actually stopped by electromagnetic radiation, in order to avoid scaring people. However when you are in control of the human nervous system, there is no problem to do it. To stop the heart you need just similar procedure to the procedure by which electromagnetic radiation corrects the heart arythimia.

B: That is terrifying. Can you explain how it could work?

A: It is widely understood that information within the brain is transmitted through a specific number and frequency of nerve impulses. The strength of feelings or perceptions is reflecting the intensity of electrical currents in nerve fibers. The nerve fibers contain fluids rich in ions, enabling them to function similarly to antennas. Electromagnetic waves generate flows of free electrons in metal antennas. In the same way they induce electrical currents by organizing the movement of charged particles (ions) in nervous tissue or in the ionosphere. By delivering electromagnetic energy to neuronal antennas at frequencies that correspond to specific neural activities, the neuronal activity can be entrained and consequently, body, mind, or behavior can be controled at distance.

The HAARP system can generate electrical currents in the ionosphere by transimitting there microwaves in pulses that mimic the frequencies associated with human brain activity. These microwave pulses produce flows of charged particles, known as ions, in the ionosphere. As we learn in school, any change in electric current leads to the production of electromagnetic wave, which is the fundamental principle behind all electromagnetic waves transmitters.

Because the electrical currents in the ionosphere fluctuate in response to the microwave pulses, they generate electromagnetic waves that mirror these frequencies. Consequently, powerful, long-range electromagnetic „brain waves“ are created in the ionosphere, extending thousands of kilometers and reaching the planet’s surface. Given their extraordinary lengths—ranging from hundreds of thousands to thousands of kilometers—these waves could influence the brain activity of millions, if not billions, of people. This mechanism demonstrates a disturbing potential: to disrupt vital functions such as heartbeat and breathing across large populations, and for that matter can function as a weapon of mass extinction.

Paul Tyler, the chief of U.S. Navy electromagnetic research, noted in the book „Low Intensity Conflict and Modern Technology“ that even a minuscule difference of one-hundredth of a Hertz in frequency can elicit distinct reactions within the human nervous system https://archive.org/stream/LowIntensityConflictAndModernTechnology/Low-Intensity%20Conflict%20and%20Modern%20Technology_djvu.txt (pg. 256). The HAARP system, similar to Russia’s SURA system, has the capability to generate pulsed microwave frequencies starting at just one-hundredth of a Hertz, allowing it to manipulate electromagnetic waves in the ionosphere with the same precision. This extensive range of frequency variation enables a troubling level of manipulation of humans. It allows for manipulating the human nervous system as if it were a mere toy.

In about 1985 the American CNN TV station broadcasted in the “Special Assignment” series a program on Russian electromagnetic weapons. In this broadcasting the first time in the American mass media, the presence of the Soviet “psychoactive “ signal in the USA was disclosed. The American scientist, who was twice nominated for Nobel Prize for his research on effects of electromagnetism on human body Robert Becker said about that signal that “The signal range within which the „Woodpecker“ operates is that which has been reported by many investigators to produce a tranquilizing effect on animals”. “Captain Tyler” commented on it that “It‘s possible to entrain a certain percentage of a population, apparently, with weak magnetic fields” . https://www.youtube.com/watch?v=VMcEay8Dzz0 .

B: Are the USA the only owner of such weapon of mass extinction?

A: No, as I have just stated, the Russians have developed a system known as Sura. Victor Sedletskij, the scientist who exposed Russian national security information when he revealed to journalists that “psychotronic generators” were used during the coup against Gorbachev. stated that in 1982, the USSR began developing an advanced radar system capable of monitoring any location on Earth. He indicated that this system could potentially be utilized to create a “psychotronic field for mind control.” While he did not specify which project he was referencing, it appears he was discussing the Sura system, constructed near Nizhny Novgorod in central Russia. This project was financed by the Russian Ministry of Defense and later operated by the Radiophysical Science Research Institute.

Technically, Sura is regarded as a predecessor to the American HAARP system. It features an array of 144 antennas covering 9 hectares of land. The HAARP system has 180 antennas that span 13 hectares. Officially, Sura is utilized for ionospheric research, but, just like HAARP, it transmits microwaves into the ionosphere and is capable of pulsing them with precision to one hundredth of a Hertz.

Before developing its own advanced system, that surpassed the two earlier models, China experimented with a Russian Sura system. It is important to note that in Russia and the USA these systems have been under development for several years, which explains why U.S. journalists began reporting on China’s capabilities to influence entire populations only five years after the construction of Chinese system started.

The listeners should not doubt that major powers are actively seeking ways to exert control over the minds of large populations through still other means, for example satellites, mobile phone networks or electrical grids (in this way work technologies such as Power Line Communication and Broadband over Power Lines). As well the fifth generation of cell phone systems was supposed to connect things to internert, while the sixth generation of cell phone systems is supposed to conect to internet brains. This will open the road for mass manipulation of brain activity to all kinds of home as well as foreign government agencies or coroporations or hackers.

B: I can not understand, why people are kept in ignorance of this threat to their elementary human rights like right to life or right to freedom of thought. Politicians in democratic states claim that they serve their peoples and protect their human rights and at the same time they hide from people the fact that they own technologies, whcih can be used to abuse them.

A: As I have said already, the politicians in the NATO countries, proclaiming that they are democratic states, are bound by national security information imposed on them by the USA, who are ruling this organization and this prevents them from publishing the existence of those weapons. As for the non member states of NATO we have talked already about Russian politicians. However there were two exemptions in NATO. We have talked already about the American congressman Denis Kucinich, who made effort at least to ban the use of those weapons. Another attempt of this kind occured in 2016, when Polish defence minister with humanitarian education Antoni Macierewicz answered a question at a press conference, if Poland has a strategy addressing the illegal experiments with electromagnetic weapons on Polish citizens. In November 2016 the widely read Polish weekly NIE published an article where its journalists were asking the Polish Defense Ministry, why it did not come true with its minister´s promise and did not establish a commission which was supposed to investigate the complaints of Polish citizens that they are exposed to electromagnetic attacks. Evidently the NATO governments, lead by the USA, are saving this technology for their future use and they can use it any time to save their power. The most dangerous option is the use of this technology by the USA as a weapon of mass extinction or mass mind control of people around the world to gain totalitarian power over the world.

B: How about scientists, who invented those technologies, do they feel responsibility for their abuse and do they try to disclose their existence to ordinary people?

The American scientist Robert Becker was deprived of grants for his research after his testimony in the court dealings, where the U.S. state of Wyoming was trying to ban the construction of 700 miles long antenna for communication with submarines by means of extra long electromagnetic waves in the frequency of 90 Herz. He testifed there that this is the frequency used as well by human brain and that it could intefere with his activity. On November 2, 1992, Russian scientist Alexei Myasnikov published an article entitled “The MC-Ultra Program” in the Russian weekly Stolitsa (Nr. 43, pg. 40), in which he mentioned Russian academician Vlail Kazantchev’s call for international control of weapons capable of paralyzing the will of other people and “turning them into obedient slaves.”

First test of the system HAARP was carried out in 1994 and in 1995 profesor Michael Persinger published the article ”On the Possibility of Directly Accessing Every Human Brain by Electromagnetic Induction of Fundamental Algorithms” in the monthly Perceptual and Motor Skills https://www.livingplanet.be/persinger.pdf . There he wrote: ”Within the last two decades… a potential has emerged which was improbable but which is now marginally feasible. This potential is the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed. The historical emergence of such possibilities, which have ranged from gunpowder to atomic fission, have resulted in major changes in the social evolution that occurred inordinately quickly after the implementation. Reduction of the risk of the inappropriate application of these technologies requires the continued and open discussion of their realistic feasibility and implications within the scientific and public domain.” Michael Persinger worked at the Behavioral Neuroscience Laboratory at Laurentian University in Canada. According to unconfirmed reports Michael Persinger was employed on the U.S. Army project ”Sleeping Beauty” directed towards the battlefield use of mind-altering electromagnetic weapons. Unfortunately Michael Persinger found understanding only in rarely read scientific journal.

B: Was there any effort to work on the ban of abuse of those neurotechnologies that would reach wider audience?

A: in June 1992 the Russian newspaper Komsomolskaya Pravda published an article, entitled „Buy an Equipment to Spy on your Neighbor“ , It published there a letter by a group of directors of Russian research institutes to the then Russian president Boris Jeltsin and the world democratic institutions, where they called for the ban of the use of psychotronic generators as weapons. In the letter they wrote: „20 years ago, when we started working on the problem of ultra high frequency therapy, we had a consent that the discoveries in this field will not be used to the detriment of mankind. The warning of general Kobets that there exist psychotronic generators in the hands of OMON (Russian anti-terrorist police) proves that psychotronic generators have been built already. In 2011 the scientist of Spanish origin Rafael Yuste proposed the development of technologies aimed at „recording every spike from every neuron.“ He co-authored a white paper outlining this ambitious endeavor, modeled after the Human Genome Project. In 2013, then-President Barack Obama accepted this proposal and announced the U.S. BRAIN Initiative , which continues to fund neuroscience research with billions of dollars across over 500 laboratories and is scheduled to continue until the end of this year. The initiative has been echoed by similar announcements from the European Union, and it is more than likely that comparable efforts have commenced, albeit unpublically, in Russia and China. This research has culminated in the creation of highly accurate maps of brain activity, enabling the artificial reproduction of any natural neuronal action within the brain by neurotechnologies. The fact that scientists from all over the world were not involved in this research together, like in the case of Genome project, suggested that the results of this research were to be used not only for human health pruposes, but as well for weapons development.

Similar to Robert Oppenheimer and Andrei Sakharov—scientists who grappled with the moral implications of their nuclear inventions—Rafael Yuste expressed deep concerns about the potential catastrophic misuse of these discoveries. Since he could not afford to publish the national security information and tell people how this neurotechnolgy works, he co-founded the Neurorights Foundation https://www.neurorightsfoundation.org/ , which, among others made efforsts to incite the United Nations Organization to defend human rights in the face of potential abuses, resulting from such detailed knowledge of the workings of the human brain, by neurotechnologies.

B: Did the United Nations Organization react to those efforts?

In January 2025 The Special Rapporteur on the right to privacy Ana Brian Nougrère published the report entitled „Foundations and principles for the regulation of neurotechnologies and the processing of neurodata from the perspective of the right to privacy“ https://docs.un.org/en/A/HRC/58/58 . There she quoted Rafael Yuste´s warnings that among the challenges, produced by the development of neurotechnology is: „potential to alter certain fundamental human characteristics, such as autonomy, moral responsibility, free will, dignity, identity, private mental life… bodily integrity and security“ and potential of „causing physical damage or mental manipulation in human beings“. He warned as well that „Brainjacking may involve the theft of information (violation of the right to mental privacy). In addition, viruses could be introduced or Internet-connected neural devices might make it possible for individuals or organizations (hackers, corporations or government agencies) to track or even manipulate an individual’s mental experience“.

In October 2024 the UN Human Rights Council published the report with the title „Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development“ https://www.ohchr.org/sites/default/files/documents/hrbodies/hrcouncil/sessions-regular/session57/A-HRC-57-61-Etext-accessible.pdf . There we can read: „Neurotechnologies challenge the foundations of the human rights system and can be used in ways that may erode democracy and the rule of law… Neurotechnologies can be used to interfere and manipulate individuals. Through neuromodulation devices, the physical and mental processes of a person’s inner sphere can be altered in ways similar to ‘brainwashing’… They may also interfere with the right to make autonomous life choices without outside interference or intimidation (decisional privacy), as well as effect informational privacy through unauthorized uses of the personal information collected… Moreover some types of neurotechnologies can affect mental health and provoke alterations in an individual’s personality, psychological balance or sense of self identity… As ‘neuromarketing’ strategies have already demonstrated, they can be successfully used to condition the forming of opinions, as well as influencing an individual’s decision-making processes. That enables, to an unprecedented extent, behavioural manipulation of individuals by private actors, such as marketing engineers or political campaigners. With the extensive commercialization of such technologies for personal uses, including during sleep, the risk that such interference occurs even without the individual’s consent or knowledge is high“. It is stated there as well: „Some proposed applications of neurotechnologies in the area of justice and national security may lead to the criminalization of mere thought. With the support of neurotechnologies, people can be punished for unexpressed thoughts or intentions and pre emptive decisions affecting their lives or interest can be taken even before they translate into action“ (pg.10).

Nowhere in the report does the UN Human Rights Council acknowledge that these effects can be produced at a distance, with one exception. On page 6 (item 11), it states:

“Invasive brain stimulators have been in use for decades and are being implanted worldwide for the treatment of neurological conditions. However, the applications of ‘chip technology’ are also extending beyond the medical field. A company has recently developed a secure interface for communication ‘with the power of thought’ and is conducting large-scale trials of this technology, which can be implanted into the brain through blood vessels. Other companies already advertise ‘cosmetically’ invisible implants that may allow users to control computers or mobile devices from any location.”

The company working on the delivery of “chips” or implants through blood vessels is most likely using graphene nanoparticles to deliver additional antennas to the brain, enhancing the effectiveness of pulsed microwaves used to communicate with it. Graphene is the least harmful nanomaterial, making it suitable for so-called non-invasive communication with the brain, and it is already being used widely in the treatment of neurological disorders. It can also be delivered to the brain through food or aerosol as it enters the blood from inhaled air and swallowed food or water.

The United Nations is authorized only to make recommendations to governments. In the aforementioned documents, they recommend that governments enact legislations to protect their citizens from the abuse of neurotechnologies; however, they do not recommend banning the use of pulsed microwaves or other energies to manipulate the minds of people on an individual or global scale at distance. The reason is that these technologies are classified as national security information and the UN can not go against its sponsors.

In the last paragraph of the first of the quoted UN documents, the organization recommends that governments educate their citizens publicly about the “benefits and risks associated with neur-otechnologies,” which “will enable people to better understand their impact, make informed decisions about their neurodata, and demand that their rights be respected in this new technological era”. Unfortunately, these UN publications are not mentioned in the world media, indicating that governments are suppressing information about repressive technologies that starkly contrast with their stated human rights policies.

B: Is there any evidence that the governments are suppressing information concerning those neurotechnologies?

A: On June 6 1992 the Russian Daily Komsomolskaya Pravda wrote that the subject of remote control of the functioning of human brain was on the „List of Information Baned from Publication“ in the year 1990 https://www.svobodamysleni.cz/index.php/buy-equipment-to-spy-on-your-neighbors/ .

In 1995 the U.S. Department of Defense issued the Directive establishing The Non-Lethal Weapons Steering Committee and among others assigned it in this directive a task „to issue security and classification instructions on programs of non lethal weapons“. Nick Begich and Jeanne Manning in the book „Angels Don´t Play This HAARP wrote: „The development of these technologies is being jointly managed by the Non-Lethal Weapons Steering Committee, which is co-chaired by the Undersecretary of Defense for Acquisition and Technology and the Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. This crystallizes the new Justice Department and Department of Defense alliance for future law enforcement and military initiatives, in the United States. The weaving together of Department of Defense missions with civilian Department of Justice missions is unprecedented. Not since the Civil War has the military machinery – except in very limited riot control actions – been turned against United States citizens. The idea of using these dangerous and intrusive systems is counter to good public policy. This raises serious questions regarding use of our Department of Defense for domestic police actions, which may be a violation of constitutional law by being in conflict with the narrowly-defined federal use of the military for the national defense. International Alarm Bells Begin to Sound Questions are not just being raised by the authors of this book, they are being raised by the International Committee of the Red Cross. At present time the Chinese government, when using system of cameras for identification and surveillance of its citizens, is closest to the use of those neurotechnologies against its citizens. It may be easily the next step.

Just to see how widespread is the possession of those technonogies in the world, here is an example: in 2009, the deposed Honduran president Manuel Zelaya, while under siege at the Brazilian embassy in Honduras, complained that he was subjected to „electron bombardment with microwaves https://www.theguardian.com/world/2009/oct/25/honduras-manuel-zelaya-embassy-siege by the Honduran army. Asked by Amy Goodman of the globally watched program Democracy Now! if he knew that the Honduran military had such technology in its arsenal, he replied: „Yes, of course“ https://www.democracynow.org/2009/10/5/ousted_honduran_president_manuel_zelaya_speaks . So in an exceptional situation, he was willing to break the national security information, which he was observing, when he was a president.

B: OK, we saw the effort of the Polish defense minister to break this NATO national information security and we saw the toothless effort of the European Union to ban the American HAARP system in 1999 and we saw the vain effort of the Russian Federation to achieve the interntional ban of the use of those technologies at about the same time. Was there any other demonstration of political will to publish the existence of those weapons and ban them?

A: On December 9 2023, the European Parliament published a press release, where it stated that it reached a political deal with the Council of the European Union “on a bill to ensure AI in Europe is safe, respects fundamental rights and democracy“.

The future bill was supposed to ban “AI systems that manipulate human behaviour to circumvent their free will“.According to the press release https://www.europarl.europa.eu/news/en/press-room/20231206IPR15699/artificial-intelligence-act-deal-on-comprehensive-rules-for-trustworthy-ai the deputies “agreed“ as well on “clear obligations“ with respect to “AI systems used to influence the outcome of elections and voter behaviour“.

In November 2023, 11 world human rights organizations presented to the European Commission a legislation proposal, where they tried to make sure that the European legislation on Artificial Intelligence will not allow just attacks on close distance by brain-computer interfaces, but as well attacks on fundamental human rights and democracy from large distance https://www.globalresearch.ca/let-us-try-save-freedom-democracy/5839838 .

B: What was the reply of the European Comission?

On February 2nd 2024, they replied:

“Thank you for the above letter, which has received our fullest attention.

The answer to your letter requires further work which is currently in progress.

You can normally expect a reply within one month of receiving this letter”

On February 12,the European Commission wrote: one more time:

B: Did they finally agree to that proposal?

A: In June 2023, U.S. liquefied natural gas (LNG) developer Venture Global LNG said it had signed a 20-year deal to provide Germany’s Securing Energy for Europe GmbH (SEFE) with 2.25 million tonnes per year of LNG and in this way became Germany’s largest LNG supplier. Construction of the CP2 project in Cameron Parish, Louisiana, was expected to begin in the same year https://www.reuters.com/business/energy/venture-global-lng-signs-20-year-contract-with-german-energy-firm-2023-06-22/ . On January 26th, 2024, the U.S. President Joe Biden released a statement, where he announced a temporary pause pending decisions of Liquefied Natural Gas exports. The European Union depends at present time in great part on the American liquefied gas and this American decision meant that the EU economy will not be able to grow in future years due to the lack of energy supplies. As well The European Union is dependent on the USA in its conquest of the Ukrainian territories, which wished to be part of the Russian Customs Union rather than the European Union. For those matters the 11 world human rights organizations did not receive any further note from the European Comission.

B: Did the European Parliament contitnue the effort to make sure that Artificaial Intelligence will not be used to control human behavior and manipulate actions of voters during elections?

A: On March 13 2024, the European Parliament adopted the legislative resolution laying down harmonised rules on Artificial Intelligence. On page 6 it states:

“AI may generate risks and cause harm to public interests and fundamental rights that are protected by Union law. Such harm might be material or immaterial, including physical, psychological, societal or economic harm”.

On page 29 it follows:

AI-enabled manipulative techniques can be used to persuade persons to engage in unwanted behaviours, or to deceive them by nudging them into decisions in a way that subverts and impairs their autonomy, decision-making and free choices. The placing on the market, the putting into service or the use of certain AI systems with the objective to or the effect of materially distorting human behaviour, whereby significant harms, in particular having sufficiently important adverse impacts on physical, psychological health or financial interests are likely to occur, are particularly dangerous and should therefore be forbidden. Such AI systems deploy subliminal components such as audio, image, video stimuli that persons cannot perceive as those stimuli are beyond human perception or other manipulative or deceptive techniques that subvert or impair person’s autonomy, decision-making or free choice in ways that people are not consciously aware or, where they are aware, they are still deceived or are not able to control or resist. This could be facilitated, for example, by machine-brain interfaces or virtual reality as they allow for a higher degree of control of what stimuli are presented to persons, insofar as they may materially distort their behaviour in a significantly harmful manner.”

The EU document does not state that such actions can be performed not only by machine-brain interfaces, but as well at distance by electromagnetic fields and in this way may act on masses of people.

The document does not propose the establishment of agencies where people could complain in case that they would be exposed to such abuse of their fundamental human rights by anybody, including government agencies.

If the technology, which can be used to remotely control human minds is not published, people cannot understand what is actually happening to them, if they are exposed to such attacks, and will possibly consider themselves to be mentally ill. In this way governments are in a position where they can execute totalitarian powers over their citizens and the citizens are not able to find out about it or prove that they are exposed to such attacks. It is happening already at present time that people, who complain about being abused in this way, end up in mental hospitals, unable to prove that governments or anybody else have violated their privacy and personal freedom https://www.globalresearch.ca/decline-western-democracy/5855518 .

In the text quoted above, the EU tacitly admits that the AI could be used even to make people commit crimes whithout being truly responsible for them. The same possibility confirmed in 2021 the International Bioethics Committee of UNESCO writing:

“External tools that may interfere with our decisions can call into question, or even challenge, an individual’s free will, and consequently an individual’s responsibilities. In this way, neurotechnology could afect freedom of thought, decision making and action. B: Is there any evidence that neurotechnologies are being used to interfere with the activity of human brains?

A: Yes, when the U.S: government did not permit the EU to publish the existence of technologies enabling remote control of the activity of human brains, the Germany made an attempt to change this opinion of the U.S. government. On January 31, only 18 days after the publication by the European Parliament of harmonised rules on Artificial Intelligence the, German weekly Der Spiegel published, together with the Russian internet newspaper in exile “The Insider” and the American TV channel “CBS News” on its “60 minutes program”, facts which challenged the statement by American intelligence services that the Havana syndrome https://www.cbsnews.com/news/havana-syndrome-russia-evidence-60-minutes/#:~:text=A%20lead%20U.S.%20military%20investigator%20examining%20reports%20of,threshold%20to%20prove%20it%20was%20set%20impossibly%20high., “was probably the result of factors that did not involve a foreign adversary, such as preexisting conditions, conventional illnesses and environmental factors “ https://www.dni.gov/index.php/newsroom/press-releases/press-releases-2023/3674-dni-statement-on-the-intelligence-community-assessment-on-ahis-1692377389 . The Havana syndrom is the ailment of U.S. government employees, produced according to the U.S. Academy of Sciences report , most probably by pulsed radiofrequency radiation https://www.nationalacademies.org/news/2020/12/new-report-assesses-illnesses-among-us-government-personnel-and-their-families-at-overseas-embassies . By the claim that the Havana syndrome was not result of activity of foreign actors the U.S. government was trying to hide the fact that brain activity can be remotely controled by electromagnetic radiation and keep open for itself the option to use this kind of secret weapon aginst people https://www.globalresearch.ca/about-time-stop-world-competition-control-human-brains/5850919 . The findings of Spiegel, Insider and CBS News were republished by all the big world media. Evidently the German secret services succeded to make a first step to provoke new investigation of the attacks producing the Havana syndrome in the American congress and in this way possibly end the classification of technologies enabling remote control of the activity of the human nervous system.

On May 8, 2024 the hearing in the Committee on the Homeland Security of the U.S. House of Representatives, entitled „Silent weapons: Examining Foreign Anomalous Health Incidents Targeting Americans in the Homeland“, took place https://homeland.house.gov/hearing/silent-weapons-examining-foreign-anomalous-health-incidents-targeting-americans-in-the-homeland/Lieutenant Colonel Greg Edgreen, who ran the investigation of Havana syndrome for the Defense Intelligence Agency, said that the Havana Syndrome was caused by directed energy weapons, pulsing the radio frequency radiation and he called on the U.S. government to start an action against those attacks on the U.S. government employees.

Christo Grozev, a Bulgarian investigative journalist and author, who joined in 2015 Bellingcat as an investigative reporter, said that “we established that Russian government had long standing program of wave weapons including directed energy electromagnetic weapons” which started in the seventies and that the investigative team found out that employees from the unit 29155 of the Russian Institute for Prospective Military Studies used to stay in the countries, where the Havana syndrome attacks occurred. Mark Zaid, American attorney, who represents several patients with Havana syndrome symptoms and who holds a security clearance, said that in 2012 he received from the U.S. NSA unclassified memorandum describing “high power microwave system weapon … designed to bathe a target’s living quarters in microwaves, causing numerous physical effects including damaged nervous system” and that overwhelming evidence concerning the Havana Syndrome attacks “are hidden behind classified walls”.

“I am convinced that the evidence that exists in the classified arena directly contradicts the public conclusions expressed by federal agencies,” said Mark Zaid.

Christo Grozev added that “there is more than one way to achieve this same effect on the human brain and one of the most disturbing denials that I have seen…was an attempt to create the impression that no technology would allow this impact on the human brain, that is provably untrue”.

He, as well, told the Committee that he spoke with former Russian intelligence officer, who told him that they [the Russians] were attacked by the same American weapon already in the eighties [by the way, the Russian politician Vladimir Lopatin, who was fighting for the ban of those technologies by the end of the last millenium, wrote in the book , “Psychotronic weapon and the security of Russia” that psychotronic war is “actually taking place without declaration of war” – note of the author of the article]. Member of the Committee on the Homeland Security on Eliah James Crane asked witnesses, if the use of the same weapons against Russians “might have something to do with part of the CIA’s motive to cover up the existence of this tech and these weapons”. Grozev replied “that is a very logical possibility”. Mark Zaid replied to the question whether there are other people than U.S. government employees in the USA, who complain about Havana Syndrome attacks:“There are many people, who believe they are victims of AHIs [anomalous health incidents]. All you have to do is to look at my Twitter feed, whenever I post on the topic”.

Member of the committee Eric Swallwell, who sat for eight years on the Committee on Intelligence of the House of Representatives contributed to the discussion by recalling his meetings with the victims he met:

“they were exposed to this condition, when you meet with the victims it is completely debilitating. It changes your life it turns it upside down and if you are a young parent life is already disorienting and if you are subjected to this, it’s even more difficult to be a parent”.

At the question by representative Crane whether they do know about victims who passed away, both Zaid and Edgreen replied: “I do”. Grozev said as well that he had seen this weapon in 1991 [at that year he was 22 years old and living in Bulgaria, where he was born and since 17 years of his age working as a journalist – possibly his father was an itelligence officer or he already cooperated with Bulgarian intelligence service at this age]. Then the discussion turned to the classification of those weapons and results of their use with no clear decision as to whether this technology should be declassified.

Not many world big media published articles on this hearing. One of them was British newspaper The Guardian. B: Was there any follow up to this hearing?

A: Yes, On August 20, 2024 the chairman of the Committee on the Homeland Security of the House of Representatives Mark Green and the chairman of the Subcommittee on Counterterrorism, Law Enforcement, and Intelligence of the U.S. Congress August Pfluger sent a letter to the National Security Adviser of Joe Biden Jake Sullivan on those “anomalous health incidents“, where it stated:

“These incidents are an assault on our nation´s sovereignity. On December 5, 2024 the House Permanent Select Committee on Intelligence wrote in an unclassified report that it “appears increasingly likely that a foreign adversary is behind some cases“ of what is known as the Havana syndrome and what officials refer to as “anomalous health incidents” (AHI). The committee went on:

“The Biden Administration and IC (intelligence community) leadership has sought to hinder the Subcommittee’s investigation into AHIs to keep the truth about AHIs from Congress and, by extension, the American public. This is unacceptable.”

In the report House Committee officials called for the Intelligence Community to release a new report on the Havana Syndrome. Rick Crawford, the chairman of the Subcommittee on the Central Intelligence Agency, who led the investigation, told the CBS News:

“Sadly, the [intelligence community] has actively attempted to impede our investigation, but we have nonetheless been able to gather significant evidence, and I have reason to believe that its claims of environmental or social factors explaining AHIs are false https://intelligence.house.gov/news/documentsingle.aspx?DocumentID=1486 .“

The very sad endingof this story took place at the end of President Biden’s administration. It suggests that, after pressure from top congressional leaders, intelligence agencies, the UN, and the European Union, he finally decided to declassify the existence of weapons that control brain activity. Six months after the farewell speech of Joe Biden, on June 26, 2025, Marc Polymeropoulos revealed this, having been known as one of the first individuals to report that he had become a victim of an attack on his brain, and was referred to in the media as „Patient Zero.“ He wrote on the platform „X“: “To the @60Minutes team – you are important. Polymeropoulos’s message was read by his friend, the well-known American journalist Jonathan Scott Cohn, who learned details about this meeting from him. They were told: You were right, and that means you were affected by directed energy. This is not some sociogenic or psychosomatic phenomenon.“ The intelligence community has now gathered evidence, including new information that confirms the fact that a foreign state actor is likely behind this act against American soldiers and personnel abroad. Some members of the National Security Council at this meeting drafted a commentary for the Washington Post, which was approved and prepared for publication. Its title was „We Believe Them,“ where „them“ referred to the victims of Havana Syndrome. However, at the last minute, Biden’s National Security Advisor Jake Sullivan prevented the release of this statement.

Joe Biden clearly had in mind this latest attempt to disclose the existence of technologies enabling the remote control of human brain activity when, in his farewell speech as president, he said: “I want to warn the country of some things that give me great concern. And this is the dangerous concer- — and that’s the dangerous concentration of power in the hands of very few ultra-wealthy people, and the dangerous consequences if their abuse of power is left unchecked. Today, an oligarchy is taking shape in America of extreme wealth, power, and influence that literally threatens our entire democracy, our basic rights and freedoms, and a fair shot for everyone to get ahead. … Americans are being buried under an avalanche of misinformation and disinformation enabling the abuse of power. The free press is crumbling. Editors are disappearing. Social media is giving up on fact-checking. The truth is smothered by lies told for power and for profit. We must hold the social platforms accountable to protect our children, our families, and our very democracy from the abuse of power. … AI could spawn new threats to our rights, our way of life, to our privacy, how we work, and how we protect our nation. We must make sure AI is safe and trustworthy and good for all humankind.

The world war, which is actually taking place in Ukraine may decide, who is a winner in the struggle for the world power.
